Update the kolla-cli to function correctly in a single node / aio scenario. There are many differences between how kolla-ansible was laid out via the Oracle rpms and how it ends up being laid out via pip. The kolla-cli also needs the callback code updated to work against ansible > 2.3.1. The callback api changed around version 2.3.2.
