Stabilization Unittest and coverage improvement

kolla-kubernetes lacks lot of unit tests, if we think from code stabilization and current development's point of view, writing the unit tests will be very helpful, in addition to this, with the coverage tool of python which already enabled, we can measure find the coverage report i.e hit/miss of code line to find the bugs too frequently at the very first level.
