MariaDB needs some magic to deal with lights out recovery

MariaDB needs some magic to deal with lights out recovery. This will have to be a special playbook that is run after a complete data center power loss to reenable any services that are affected by lights out scenarios. At the moment, we think the only service that is affected by lights out is MariaDB.
