Add support for mtail for generating metrics from logs

Google mtail can be used to instrument services which don't support being scraped by Prometheus. In addition, it can output statsd metrics which can be consumed by the Monasca Agent. It is useful for implementing user stories such as: "I want to get an alert when someone logs in as root" or "I want to know when a disk corruption error appears in log messages on a host".
