Often the person "responsible" for a sourcepackage in a given distribution is not the package "maintainer". For example, Ubuntu inherits most of its packages from Debian, the maintainer field of those packages is set to the Debian contact, but we require an Ubuntu person to get all bugmail, and for the Debian maintainer *not* to get that bugmail.
The QA contact is a field which, when present, will override the maintainer field. The QA contact will receive all the bugmail on the package.
