Generating templates from branches in the buildfarm

We will be using the buildfarm to regenerate translation templates automatically where possible and appropriate.

The buildfarm is in the process of being generalized to support this and other types of job: https://dev.launchpad.net/Soyuz/Specs/BuilddGeneralisation
