Branch names should be changable via launchpad

Users often do not know the best name that a branch will end up having. Currently we do not allow them to change the name of a branch when they realise there is a better name to give it. Giving them this ability will make the cloud of branches easier to garden, rather than users uploading a new branch with the better name and marking the old branch as abandoned.
