Support one-off testing

This BP may not really belong in this project, but...
There is a need to be able to test a tree once, for example when a pull request is received. I'm not sure the existing setup, particularly the interface, works for this, as it is much more focused on CI-type work. One-off testing requires that adding a build is easy, and probably has results-by-email as a more important feature.
