Upgrade the LAVA cloud to the latest Folsom release

There have been a number of issues with the LAVA lab cloud that seem to be addressed in the upgrade to Folsom (we are currently on Essex) - OpenStack is not yet packaged in such a way that you can just do an apt-get update.
