Allow re-submitted jobs to be assoicated with each other

We need a way to allow a system like android-build to know what result(s) to show when they re-submit a job to LAVA.

The lava scheduler now has an api called scheduler.resubmit_job(). You simply pass it the job_id you would like to resubmit, and it creates a new, identical job (with a new job_id of course as they are both distinct). Additionally, lava-scheduler-tool also now has a corresponding resubmit-job command.
