Always build from a mirror

We should separate repo syncing from building. One way to do this is to always mirror the repo's we're dependent on. This should make builds complete more often. It will also improve user efficiency because users will be able to sync from a stable mirror. It will also let us more easily reproduce builds since all our code will be collocated.
