KVM boot wrapper

The KVM boot wrapper is used with the Fast Model to boot into a KVM kernel.

It's hosted at git://git.linaro.org/arm/models/boot-wrapper.git. Make it usable by validation and outside developers.

The current features are:
* Licensed under 3-clause BSD
* Usable as the initial Fast Model boot loader
* Takes a kernel and rootfs
* Can take kernel arguments via semihosting

Note that Platforms will do the packaging. The boot wrapper will not
be released but will be updated on demand.
