tools: Work with Validation/Infrastructure team to add the right kind of LAVA reporting for PM usecases

There are the following kinds of reporting we need:
- Functional test report (cpufreq is enabled, list of OPPs, switching between OPPs works, etc.)
- Energy measurement reports (when running interesting workloads)
This blueprint will be driver by the QA and Tools teams with input from the PM WG
