Integrate libjpeg-turbo 11.08 release at the Ubuntu/LEB.
Make sure it works properly against the stable release (Natty based), and if possible, also make it available for the Overlay Oneiric series or Ubuntu Oneiric itself (preferred).

Headline: Ubuntu LEB contains an updated version of libjpeg-turbo, based on the 2011.08 release (closer to 1.2).
Acceptance: Ubuntu LEB image delivers libjpeg-turbo integrated by default, working same way as the old libjpeg62 library (100% compatibility is expected).
