Make libjpeg-turbo available at Ubuntu Oneiric

Headline: Ubuntu Oneiric now also provides the libjpeg-turbo package, based on the Linaro 11.08/11.09 release.
Acceptance: libjpeg-turbo available at the Ubuntu Oneiric repositories, even if it's just available at universe. Due current Oneiric release schedule, not being able to push to the archive is also expected.
