Make it easier for developers to find and install profiling and debugging tools

By the time of the 11.05 beta, we will have a clear picture of the state of the existing developer debugging and profiling tools available for use with ARM systems, and will be in a position to make specific recommendations about the use of these tools. These recommendations should be published in the form of a linaro.org wiki page. If appropriate, we should also provide .deb metapackages that bundle related sets of Ubuntu packages for ease of installation.
