OpenEmbedded Core Support

OpenEmbedded is a source based distribution that lets the end
developer cross-compile a GLIBC based system from scratch. We've
looked into using OE as a testsuite for gcc-linaro and would like to
expand it to an officially supported meta layer covering most of the
Linaro outputs.
Topics include:
* Relationship between OE Core, OE, and the current OE only Linaro GCC patches
* Best way to make the Linaro outputs available to OE and Yocto
* How to host and where to mirror
* Components to supply
* Cost and methods of supporting
* Staging of gcc-linaro, gdb-linaro, qemu-linaro, linux-linaro, and
any other libraries that we make
