Test Cortex-A9 SMP support in QEMU

QEMU currently claims to support A8 and A9, and is believed to work with A9MP. However we haven't tested it and there may be bugs or missing pieces. Pick an reference board, test the A9 SMP implementation, and fix anything that isn't working.
The reference board might be the pandaboard, but that's OMAP4 and quite a lot of effort. Using/fixing the existing realview-pbx-a9 model might be better.
