persistent network configuration when releasing machines

Current state (tested on Maas 2.5.0rc1):
Currently after Release of early deployed machine network configuration disappear during Commisioning.
Preferred solution:
Should be possible to add machine or network interface some special tag 'persistent'. If the tag 'persistent' exists for machine or network interface, configuration should not be cleared during machine release and commisioning.
