Can we save power by suspending nodes that are not in use, and re-activating them on demand when necessary?

Node Suspension and Power Saving

Put allocated nodes that are not busy to sleep, to save power. Change power state of machines.
Options:
* powernap
- extend powernap to make it aware of the type of workload running on the machine (having charms populate /etc/powernap.d/)
* on-demand suspend (or other power states) through MAAS API
* IPMI control of power states (possible?)
* Landscape to control on system
