add 'deprecated' flag to baymodel

We need to be able to deprecate a baymodel.
This allows us to deprecate an existing baymodel while allowing existing bay's that use the model to continue to work.
This allows an operator/user to deprecate a public baymodel and not allow anyone to create a new bay with that model, but continue to support existing bays using that model for a while.

I think it is better to use the wording 'frozen' instead of 'deprecated', because what you want is freezing the baymodel instead of deprecating it.
