add proxy for kubernetes bay using the Coreos image

add --http_proxy --https_proxy --no_proxy when create baymodel to allow users to set their own proxy server.
In China there is a great fire wall, so if users are from china server, they can not access google/docker server directly.
a proxy server is needed.
