Allow setting MTU on the docker bridge

We should expose a way to set the MTU on the docker bridge, on Magnum VMs. Some corp networks block ICMP aggressively. This might result in breaking path MTU discovery. If the given Openstack cloud is running on a complex networking setup, this might break networking for containers in VMs. Using this option, an user will be able to set the MTU which will be applied automatically. Currently, this is controlled by the FLANNEL_MTU variable but is not exposed by the baymodel create API.
