Allow alternative docker registry for infrastructure images

There is another blueprint to allow setting a default registry for a bay:

In this blueprint we would instead allow an operator to specify an alternative registry to fetch the infra docker images (swarm agent, kube components, etc). This would allow them to have full control over those.
