Provide a new Magnum versioned resource to represent the current configuration of a Magnum driver. Chnages to the driver resource will be versioned and other operations such as cluster upgrade will be able to make use of the driver resources to determine what attributes to upgrade. Operators will also be able to make use of the driver resources to constrain attributes per driver for cluster operations such as create, update, and upgrade.
