Allow registering bay by hand

Currently, bay is built by Heat template. but this bp allow user to build own bay by hand and to register bay information to magnum db.
usecase senario is below.
1. user build a k8s / swarm / coreos cluster by hand.
2. user install magnum-agent to cluster (maybe it is docker container)
3. magnum-agent notify cluster information to magnum-api.
4. magnum-api register db as bay
this procedure is similar to amazon ec2 container service.
