Add Gb quota for snapshots

For the moment we have single Gb quota for both - shares and snapshots. It may be useful to have separate quotas for it.
So, need do foolowing changes:
* snapshots should have its own Gb quota
* share's Gb quota should not be used for snapshots anymore
* default value for both quotas should be equal
