Improve Driver Interface Documentation in Manila

Driver APIs are expected to be as stable as our user facing API, allowing for driver maintainers to implement necessary manila features. Many of the *required* feature driver interfaces have inadequate documentation. This work is to add necessary documentation and autodoc with sphinx builds.
