This blueprint proposes to introduce the manage/unmanage snapshot feature.
Manage snapshot brings a snapshot created outside of Manila to be under Manila's control.
Unmanage snapshot removes a snapshot from Manila but still keeps it on the storage backend.
This is similar to the manage/unmanage share functionality.
