New limits of shares and/or gigabytes for share servers

Consists in adding new limits to share servers. An administrator will be able to specify the max amount of shares, or the max number of gigabytes a share server should have. If these limits are specified, when a share server reachs them, Manila will provide a new share server to place the request.
