Remove all of the block-specific code in the manila project

Because we're starting manila as a modified-fork of cinder, we have to get rid of everything specific to blocks so there's no overlap in functionality. We want to keep common infrastructure. This BP doesn't include moving common code out of cinder/manila into oslo.
