Add possibility to suppress errors within clean up functionality in tempest plugin

We have Tempest plugin for Manila functional tests in Manila repo.
It has "clean up" functionality. And this functionality fails our gate job when can not delete something. We need to have possibility to suppress errors, especially when we have "retry" functionality implemented.

Default value should be "no suppress", we may want to enable suppressing for CI jobs, when we do not care about "full" clean up, because right after Tempest run it is utilized.
