Automatically re-enable hosts after they come back up

Sometimes hosts fail because of external factors such as power outage or network loss.
After such a failure the operator currently has to:
- re-add each host to the pacemaker cluster.
- re-enable each host in nova
- set maintenance to false for each host in masakari
The proposal is to make it easier to make those hosts available again, or to fuly automatically make them available again if it is configured like that.
