Add command parameter support to segment list command to filter out segments based on host input parameter

In a very large deployment where you have configured many failover segments and each segment contains many hosts, it is not possible to figure out which failover segment a particular host belongs to.
The purpose of this blueprint is to
* add host query parameter to "GET /segments?host=abc REST API
* add command option host parameter to the OSC segment list command $openstack segment list --host abc
