Filter segment by host

In a very large deployment where you have configured many failover segments and each segment containing many hosts, it's not possible to figure out which failover segment a particular host belongs to.
To find out which segment a parameter host belongs to, add host query parameter support to "GET /segments?host=abc REST API using a new micro-version.
