Create an adaptable D-Bus interface

Create a dbus interface that allows for:
- loading and unloading of plugins
- enabling and disabling of services
Since services might want to provide some interface as well:
- allow the enhancement of the interface

Additionally:
Encompass a wrapper around the dbus module that allows it to easily use other application's dbus interfaces from within the service processes
