Translation of packages' descriptions

We should propose translations of the packages' descriptions.
It doesn't require manual edition of the Release files, only to create & maintain a directory called "i18n" in each component ($release/{,non-}free).

The only infrastructure needed would be to :
1/ turn the descriptions into a pot file
2/ import this pot file into Rosetta
3/ export it to our server
4/ process it (calculate md5sums, create a bzipped copy).
