Implement Mistral AMQP Action

We need to implement AMQP Action in standart Namespace (std.amqp), which allow us to send message to any queue, fanout etc and has the following parameters (for example):
- host
- port
- virtual_host
- fanout
- queue
- username
- password
AMQP action is needed for communication between Openstack projects (first use case).
