HA: Implement a new CI gate for HA testing
We need a new gate that would focus on Mistral HA testing. Mistral installation must be more complicated than we have on devstack gate and include multiple engines and executors so that we could model various failure scenarios occurring in HA mode.
Questions:
How can we make a gate similar to Rally but with a different Mistral installation?
Notes:
* Look at Heat's CI to see if they have infrastructure to run multiple Heat engine instances
