Workflow inheritance

Once we have a large number of workflows it can be difficult to maintain them and duplication is often necessary. Workflows that are related may need to repeat the same tasks and they all need to be updated when changes happen. We can improve this experience by allowing workflow inheritance, where a base workflow is defined and it provides a set of common tasks.
