Soft-takeover for (MIDI) hardware controls

Mixxx needs to gracefully handle cases where internal (on-screen) control values no longer match the position of physical absolute-position knobs and sliders assigned to them on hardware controllers so as to prevent sudden drastic changes the next time the hardware control is moved. The ability for Mixxx to ignore hardware values until they match the internal one, then react normally once that match occurs is called "soft-takeover."
