Agent Dot File Config Format

Make all plugins that implement a dot configuration file for Monasca setup via the Agent have a consistent standard. As they are today, Apache, MySQL, RabbitMQ, and Vertica all implement a generic configuration file format. This enhancement would standardize all existing and new plugins to use the YAML format for the dot config files.
