Specify maintenance periods for alarms

When scheduled downtime/maintenance is done it would be nice to be able to specify the time-periods when an alarm is not evaluated.

This could potentially be modeled via alarm suppression. For example, a "global" sub-expression that is AND'd with the remainder of an alarm expression.
