Display what resources a deployment will create

It's not possible in all cases to create a full heat template before running a deployment, but it should be possible in many cases to give a rough estimate of the resources that may cost a user (instances, block storage).
This was asked for by a potential user but I think can be considered lower priority. Implementation is likely quite difficult.
