Improve murano testing

We need to improve test coverage and stability. Discussion welcomed on attached etherpad, but short version:
* Would like to make CI tests voting
* Require/strongly encourage all api/engine/client changes to have accompanying unit tests
* Encourage dashboard tests to be kept up to date
