Add LbaaS interfaces to murano core-library

Today we don't have any classes and interfaces for supporting load balancers. But Murano has capabilities to give such primitives to application-developer who wants to use it in his apps. So, we should implement such library to have ability to build custom implementations of specific Load balancers. This feature can be the first step to building murano-PL framework for HA, scaling apps
