Create a Murano package verification tool

Currently murano has very limited package verification capabilities. User can upload the package with muranopl sytax errors in murano and would only find out that there are errors, when trying to deploy an app.

Murano should supply a tool, that would allow users to find most frequent errors (like typos and incorrect class names, for example) even before uploading the package to murano Application Catalog. Moreover, this tool can be used by API to verify, that the package is OK and warn users otherwise.

The tool should obviously have extensive formatting options and be integratable with popular IDE's
