Validate any VIP change from mgmt host

Right now, both tools rely on the output of /sbin/ip [add|del] and trust the success of these to be complete. Instead, they should:
* verify VIP is unreachable after 'ip del'
* verify VIP is reachable from the management host after 'ip add'
* verify the connection went to the expected host
