Border GW API for MidoNet

Enhance L2GW API and provide support for inter-site Tenant connectivity (Border GW) on top of MidoNet SDN Controller. It is expected that Border GW will connect virtual network to the Tunnel that connect Tenant to the other site. Current networking-l2gw API has several limitations that should be released in order to support Border GW use case:
1. L2GW definition should be possible with device and segmentation id specification (without interface)
2. segmentation id should not be limited to VLAN, but support VXLAN too.
L2GW API and model validation should allow to loose these limitations.
