Neutron Common Traffic Classifier

Traffic classification is needed by several Neutron features, e.g., Service Function Chaining, QoS, Tap as a Service, FWaaS, and Security Groups. However, each service uses their own classifier resource. In order to promote consistency, and to enable cross-service traffic classification, this spec proposes adding a common traffic classifier resource.
